The National Commission for Culture and the Arts (NCCA) has partnered with The Manila Times to promote Filipino culture and arts through a memorandum of understanding. Victorino Mapa Manalo, NCCA chairman, and Blanca Mercado, president and COO of The Manila Times, signed the agreement to increase visibility and accessibility of cultural initiatives across the country.
